Membership in the credit union is voluntary and is open to all citizens bound by with joint work or residence, who wished to create a credit union to use its services and are willing to take on relevant commitments and responsibilities. First Credit Union was savings unprofitable institution, or rather credit cooperative, providing services to its members. A potential new member of a credit union must submit a recommendation of shareholders in which the referee becomes a warrant of a future member of the credit union. Until the 70's there was a proliferation of the U.S. credit unions due to the increase of their number and the number of shareholders, although it must be acknowledged that there was also and a qualitative growth. Since the early 80's started the process of consolidation of credit unions, leading to a decrease in their number with a simultaneous increase in the total number of members. Income derived from the provision of services to its members, does not become the profit of credit union and is distributed among its members in proportion to their savings. Contributions from of shareholders in credit unions in no way can be considered as borrowed funds, they come from the shareholders and for the shareholders and can not be used to provide services to third parties. Credit unions encourage the proper use of shareholders savings, developing social programs (education, health, recreation, housing, etc.). To increase the number of credit unions in 1979 was adopted the corresponding law that serves as the legal basis of their activity. Today, the World Council of Credit Unions is represented as members four regional confederations and twelve national associations.
